Survey from government on allowing companies to transfer some Apprenticeship Levy funds to other companies

From April 2018, the government Education and Skills Funding Agency plan to allow levy paying employers to transfer up to 10% of their levy credits to other employers or Apprenticeship Training Agencies (ATAs) using the apprenticeship service. 

They have just begun the next phase of work, where they are developing the details on how transfers will be implemented. To support this work, ESFA are looking to get feedback from a wide range of groups to understand what they would need from a transfers service, and to help them design the functionality to meet those needs.

In addition to the survey, the project user researcher will be conducting interviews (both via telephone and in person).
